Information Regarding the 2010 Thoroughbred Breed Improvement Program
The 2010 Thoroughbred Breed Improvement Program has been approved by the HRA Board of Directors and contains a number of changes from the Breed Improvement Programs of the past. The allocation for the 2010 program is $2,913,475 contingent upon HRA receiving sufficient funds from the Alberta Lottery Fund. In 2009 the allocation was $2,930,000.
The Association and related support funding remains the same as last year with the CTHS and ACTRA receiving the same amount in operational grants. The Canadian Thoroughbred magazine support will continue to be funded at $20,000. Awards Night support, Alberta Fall Classic Purses and Fall Classic Sponsorship will also continue at last year's levels of funding.
Under "Breeding Support" the 2010 program will no longer be adding a $20,000 supplement to the nine open stakes races. In the past these were; The Bird of Pay, The Northlands Oaks, The Duchess of York, The Bird Catcher, The Ky Alta, The Harvest Gold Plate, President's Stakes, The Mount Royal and the Sun Sprint.
Also under the Sales Stakes Program, the 4 Year Old Up Sales Stake has been phased out with a 3 & 4 Year Old Sales Stake being offered as an alternative. This is a follow up to an agreement with the HBPA that this would be offered as an alternative in 2010.
The most notable change in the 2010 Breed Improvement Program is that in owners, breeders and stallion owners of horses of all ages foaled in Alberta will be paid a bonus after the conclusion of the Alberta racing season in an amount equal to the pro rata portion of the total budgeted amount based on total purse money earned by those horses in races at all racetracks in Alberta.
The Mare Incentive Purchase Program will continue in 2010 with $100,000 dedicated to this initiative. The amount paid out will be based with the US dollar on par with the Canadian dollar. As of 2010 one of the conditions that has now been added to the program is that applicants accept all other terms and conditions relating to the program, which may be amended from time to time, including the right to public disclosure.
