2009 Breed Improvement Program 

 


Further to the recommendation of Horse Racing Alberta's Breed Improvement Committee, HRA confirms that the Thoroughbred share of the Breeding Support Program for 2009 will be $2,930,000. It will be allocated as follows:

Association and Related Support

1.

H.B.P.A. - Alberta operational grant to be used solely for the benefit of Horse Racing and The Bloodstock Industry

C.T.H.S. (Alberta Division) operational grants, for sales promotion, sponsorships, specialized publications such as Stallion Directories, Statistical Reviews, and Administration.

Alberta Thoroughbred magazine support.

Awards Night support for trophy sponsorship, plaques, etc.

Breeding Support

5.

Owners of horses foaled in Alberta placing win, place and show in all races above $7,500 claiming level, excluding stakes - 25% Supplement .

6.

Breeders (registered in Alberta) and Resident Stallion Owners of Horses Foaled in Alberta finishing win, place or show in open stakes race carrying a purse of $50,000 or more in North America and a bonus to owners of each Horse Foaled In Alberta finishing first in an open stakes race carrying a purse of $50,000 or more in North America. (to be invoiced by CTHS)

A.

Breeders bonus will be $3,000 for first place, $2,000 for second and $1,500 for third.


B.

Resident Stallion bonus will be $2,500 for first place, $1,500 for second and $1,000 for third. Stallion must stand in Alberta for the entire breeding season. Stallion Owner (Lessee) must be active in the Alberta Thoroughbred Industry as an Owner-Breeder or Stallion Owner (lessee) for at least the two prior years to the year of the race.


 

 


C.

An owner's supplement of $20,000 will be added for Horses Foaled in Alberta  to the following nine (9) open stakes races. Money will be added to the purse pool and paid out to first $12,000, second $5,000 and third $3,000. Any portion of the $20,000 not paid out will be added to the purse of that race in 2010.

By agreement with the HBPA, the 4 year old and Up Sales Stake will be phased out and a 3 & 4 year old Sales Stake will be offered as an alternative in 2010.

Mare Incentive Purchase Program - This program is open to Alberta residents who has purchased in the sales ring at a recognized public auction outside of the Province of Alberta, a Thoroughbred mare in foal to a Thoroughbred stallion that will foal in 2009.

The purchase price of the mare must be $8,000 (US)or more, or $10,000 (CND) or more. US purchases will convert to Canadian funds i.e. $80 USD = $100 CND. A payment of 30% of the hammer price, to a maximum of $10,000 (CND) is available to a qualified purchaser who meets the following conditions:

  • Applicants must be an Individual or Partnership;
  • If an Individual, the Applicant must be an Albertaresident for one year prior to the date of purchase of the mare;
  • If a Partnership, all partners must be Alberta residents for one year prior to the date of purchase of the mare;
  • Mares must be purchased in a sales ringat a recognized public auction held outside of Alberta. Mares who do not reach their reserve price or for which no bid is received, do not qualify;
  • All mares purchased must have ownership transferred directly from sales company to Applicant and/or Applicants (no third party transfers of ownership in part or whole, with the exception of an agent). When using an agent to purchase broodmares for the program, the agent forms need to be properly completed to ensure this will happen.
  • An Individual may purchase or participate in the purchase through a Partnership of a maximum of two (2) mares provided, however, that no Individual shall receive payments greater than $10,000 CDN;
  • The mare cannot be over 12 years old at the time of purchase;
  • The mare must foal in Alberta in 2009 and be bred to a Thoroughbred stallion standing in Alberta during the 2009 breeding season;
  • Applicants must be the registered breeders of the foal produced by the purchased mare. No added or deleted breeders;
  • If a mare aborts or otherwise loses her foal, the Applicant will still qualify if the mare was confirmed in foal at the time of the purchase and is bred to a Thoroughbred stallion standing in Alberta during the 2009 breeding season ( a veterinary  certificate will be required confirming that the mare was in foal at the time of the purchase); 
  • If the mare did not conceive when bred to a Thoroughbred stallion standing in Alberta during the 2009 breeding season, she must have been bred on at least two (2) cycles for teh Applicant to qualify or receive a payment;
  • The application deadline for 2008-2009 mare purchase rebate will be July 30, 2009.

Notes:

It is understood that the above allocations are contingent upon HRA receiving sufficient funds from the Alberta Lottery Fund.

The Canadian Thoroughbred Horse Society (Alberta Division) and the Horsemen's Benevolent and Protective Association of Alberta will be expected to provide a 2009 audited financial statement for each of their organizations to HRA.

HRA acknowledges the assistance of CTHS and HBPA to the Breed Improvement Committee in the preparation of the 2009 thoroughbred breeding support  program.
